It means the cover letter or objective on the resume has several big words in it. In the old world of business, this is designed to wow and intrigue the potential employer. Great... now where's the meat?

It sounds like an HR employee who's activities are not commercially grounded, so they find it hard to express in meaningful terms what they actually do....so they fall back on generalisms and poor marketing-speak. If they had more pride and confidence, or better managers able to give them better alignment to the business they might feel more able to be direct and backup their statements with short, clear-cut examples that would put the Wow! back into their CV.
